Veteran's & Active Duty Programs

  • State Program - Current Exemption can be doubled based on income. Must be applied for every two years and application period is Feb 1st - Oct 1st.
  • State DMV Tax Exemption -Application for Motor Vehicle Property Tax Exemption or Exemption Benefit for Connecticut Residents Who Are Members of the Armed Forces
  • Local Program - Follows the income guidelines for the State program and the benefit is $10,000 off the assessment.  Must be applied for every two years and application period is Feb 1st - Oct 1st.
  • D-2 Form - 100% Permanently and Totally disabled Vets

Discharge papers must be on file with the Town Clerk's office by Sept 30th to be eligible for any veteran's exemption.

 

Homeowner Tax Relief

These programs are available to individuals who have reached 65 years of age by December 31st or who are totally disabled.  There is an income requirement and the benefit is a percentage of the tax based on a preset range of income.  Levels of income are adjusted each year based on the C.O.L.A. Application period is Feb 1st - May 15th.

Farm, Forest and Open Space

Applications for land classifications for “open space”, “farmland” and “forest land” are available on line and in the assessor’s office. (p.a. 490: section 12-107c.d.e.). These programs offer a reduced assessment on tracts of land that meet specific requirements and will incur a penalty if sold or a change of use of the land is done within the first 10 years of the classification. 

“Open space” – a minimum of twice the acreage required by the current zoning regulations. Any acreage in excess of the zoning requirements may be placed in “open space” for a reduced assessment. If you have already applied previously, you need not reapply. If you recently purchased a property, on or before October 1st that had any kind of classification previously, you, as a new owner, must apply for the classification yourself; it is not automatically carried over to the new owner.

“Farmland” – land must be used primarily for farming practices and a certain amount of income or expenses must be derived from its use.

“Forest land” – a landowner must now hire a private sector forester who has been certified by the state to examine the land proposed for classification as forest land. A list of approved foresters is available online at (www.ct.gov/dep/forestry). Once approved, a report will be issued stating that the land conforms to standards established by the state forester. New Applications for PA490 Forest land must have a Certified Forester Report signed on or before Oct 1 and submitted with the forest PA490 application no later than Oct 31. Family transfers applications of PA490 Forest land must be submitted with a a Certified Forester Report  that is not more than 10 years old and submitted with the forest PA490 application no later than Oct 31.  Application period is Sept 1st - Oct 31st.

Social Security Disability

Exemption is $1,000 off assessment.  Form must be filed by Sept 30th.

Blind Exemption 

Exemption is $3,000 off assessment.  A "Certificate of Legal Blindness" (Form SB-306) can be obtained from:  Board of Education and Services for the Blind; 184 Windsor Ave; Windsor, CT  06095. Tel: 1-800-842-4510, TTD 1-860-249-8525/ext 3101.  Form must be filed by Oct 1st.

Vehicles Equipped for Transporting Disabled Persons

Per town ordinance the vehicle must be altered to accommodate the disability and you must submit proof or bring vehicle to town hall for inspection by Assessor or staff.  Applications must be filed by Nov 1st.

Commercial Vehicle Exemption

This is a 5 year exemption of a new commercial vehicle with a GVW in excess of 55,000 lbs and is used to transport freight for hire. 

Volunteer Ambulance Personnel

Per town ordinance exemption is $1,500 for an active member of the Woodbury Ambulance Association.  In order to receive tax abatement you must be a Woodbury resident.

Tax Exempt Organizations

Tax Exempt Organization Exemption
