The State of Connecticut Department of Housing
Is seeking public input into the development of the State of Connecticut 2023-2024
Annual Action Plan for Housing and Community Development
A thirty (30) day community input period will begin on Friday, April 21, 2023 and end on
Monday, May 22, 2023. The Department of Housing is seeking community input on the Draft
2023-2024 Annual Action Plan for Housing and Community Development. This plan is the
fourth annual implementation plan under the 2020-2024 Consolidated Plan for Housing and
Community Development (ConPlan). The ConPlan is a five-year strategic plan that governs the
administration of federal funding appropriated for housing and community development activities
that benefit persons of low- and moderate- income. Such federal funding includes the new
Recovery Housing Program (RHP), the National Housing Trust Fund (NHTF), the HOME
Investment Partnerships (HOME), Small Cities/Community Development Block Grant
(SC/CDBG), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with
AIDS (HOPWA). The 2020-2024 ConPlan represents approximately $145 million in federal
funding over the five-year period.
The Department of Housing will conduct a VIRTUAL PUBLIC MEETING on Tuesday, May 2,
2023 beginning at 10:00 AM and ending when all attendees have had an opportunity to provide
input and comment. Housing authorities, municipalities, non-profits, advocates and the general
public are invited to attend this public meeting and provide input/comment on the Draft State of
Connecticut 2023-2024 Annual Action Plan for Housing and Community Development. If you or
your organization is interested in participating in the VIRTUAL PUBLIC MEETING, please send
an e-mail to CT.HOUSING.PLANS@ct.gov with “Virtual Public Meeting – 2023-2024 Annual
Action Plan” in the “Subject” line. An E-mail link will be sent to all registered participants using
the Microsoft TEAMS application.
DOH will also accept electronic input/comment on the administration of these funds through
5:00 pm on Monday, May 22, 2023 at CT.HOUSING.PLANS@ct.gov. All input and comments
received will be taken into consideration in the drafting of the plan. For copies of the 2020-2024
ConPlan and prior year Action Plans, please refer to the Department of Housing’s website,
http://www.ct.gov/doh under POLICY & RESEARCH, or you may request a copy via email at the
above address.
