Paul Zulpa serves as the First Selectman of the Town of Woodbury, bringing to the position more than 25 years of community involvement and a four‑decade professional career marked by technical leadership and organizational management. A Woodbury resident since 2000, Mr. Zulpa has been an active contributor to civic, environmental, and youth programs throughout the community.
Mr. Zulpa is a member of St. Teresa of Avila Church and has supported local conservation efforts as a volunteer land monitor with the Flanders Nature Center & Land Trust. He also served as Treasurer of Boy Scout Troop 54, providing financial oversight and supporting the troop’s youth development activities.
Mr. Zulpa retired from IBM in 2021, concluding a 40‑year career in which he held roles as a technical leader, project manager, and people manager. His work included oversight of complex technical initiatives, cross‑disciplinary team leadership, and the implementation of large‑scale operational programs. This experience defines his approach to municipal governance, emphasizing accountability, structured planning, and effective resource management.
Following his retirement, Mr. Zulpa was elected to the Woodbury Board of Finance in 2021, where he served for the last two years as Vice Chair and subsequently as Chair. During his tenure, he helped establish fiscal policies and advanced efforts focused on strengthening financial accountability and long‑term fiscal stewardship for the town.
Mr. Zulpa and his wife, Roberta, have raised their two children, Jason and Allie, in Woodbury. Their family also includes Sirius, their Labradoodle, and Penny, their horse. His longstanding commitment to Woodbury, both personally and professionally, continues to guide his dedication to responsible leadership and the effective management of the town’s resources.
