Assessors Office

The duty of the Assessor is to compile the Grand List of all taxable property located in Woodbury as of October 1st of each year. Field inspections are done throughout the year on permits issued by the Building Department and entered based on the percentage complete as of October 1st of every year. Any improvements found at the time of inspection is noted and priced whether a permit was issued or not.

Valuation is based on pricing schedules established at the time of revaluation and are used for a five year period until the next revaluation. Taxes are based on 70% of the value. This assessment is then multiplied by the mill rate which is set usually during the month of June of each year.

Automobiles are assessed at 70% of the market value as of October 1st of each year. Values are determined by using the New England edition of the N.A.D.A. pricing guides. If a car is unregistered, the owner must come into our office and declare it as personal property.
If an automobile is totaled, sold, donated or stolen, a credit can be issued when proper proof is submitted as long as the license plates were not transferred to another vehicle.
Businesses are also required to pay taxes on their furniture, fixtures, and equipment. Individuals who have a home based business must file also. Declarations are sent out every September. Failure to file will result in a 25% penalty applied to the assessed value placed on this equipment.

The Board of Assessment Appeals holds hearings every year during the months of March and September. A request for an appointment must be made for the March hearings between February 1st and February 20th.

The September hearing is for motor vehicles only. No appointment is necessary as appeals are heard on a first come basis.

AVAILABLE PROGRAMS

Homeowners Tax Relief

            State and local programs are available to individuals who have reached 65 years of age by December or who are totally disabled. There is an income requirement and the benefit is a percentage of the tax based on a preset range of income and the benefit can be from 10% to 40%. Levels of income are adjusted each year based on the C.O.L.A. Please call the office for more information. Application period is Feb. 1st – May 15th.

Additional Veterans Program

            State Program - Current exemption can be doubled based on income and must be applied for every two years.
            Local Program – Follows the income guidelines for the State program and the benefit is $10,000 off the assessment. Also must be applied for every two years. Application period is from Feb. 1st – Oct. 1st for both programs.      
            Discharge papers must be on file with the Town Clerks office to be eligible for any veterans’ exemption by September 30th.

Farm, Forest and Open Space (P.A. 490)

            These programs offer a reduced assessment on tracts of land that meet specific requirements and will incur a penalty if sold or a change of use of the land is done within the first ten years of the classification. Application period is from Sept. 1st – Oct. 31st.

Other Exemptions Available

Social Security Disability is equal to $1,000 off the assessment. Form must be filed in our office by December 31st.  

Blind exemption is equal to $3,000 off the assessment. A “Certificate of Legal Blindness” (Form SB-306) can be obtained from: Board of Education and Services for the Blind;184 Windsor Avenue; Windsor, CT 06095 Toll free #1-800-842-4510.  TTD# (860) 249-8525  / Ext. 3103. New Commercial motor vehicles exemption - Is a five year tax exemption on a new commercial vehicle with a GVW in excess of 55,000 pounds and is used to transport freight for hire. Instructions

Volunteer Ambulance Personnel – By ordinance of the Town of Woodbury, said tax abatement is equal to $1,000.00 in reduced taxes for each active member of the Woodbury Ambulance Association who must also be a Woodbury resident.

REVALUATION UPDATE

Woodbury’s ongoing town-wide revaluation for the October 1, 2008 Grand List is right on schedule. Inspections in section five will begin the week of the 28th. Guy Mazzotta, Mark LoRusso and Mark Desaulnier from Total Valuation have been working on collecting the data for Woodbury. All data collectors of Total Valuation Services, LLC have had background checks done by the Town and will carry identification with them. As this is a full physical revaluation, an interior inspection, as well as exterior measurements of all structures, will be done.

Section Five consists of the following streets: Church St, Cross Brook Rd, Deerwood La, Essex La, Fairgrounds Rd, Forest Ridge Rd, Hazel Plain Rd, Hazel Woods Dr, Hoop Pole Hill Rd, Inwood Rd, Jacks Bridge Rd, Judson Ave, Leavenworth Rd, Lighthouse Rd, Linden Rd, Nettleton Hollow Rd, North Forty Rd, Orton La, Painter Hill Rd, Paper Mill Rd, Peter Rd, Rail Tree Hill Rd, River Bend Dr, River View La, Ruffin Rd, Saw Pit Hill Rd, School St, Sprain Brook Rd, Stagecoach Rd, Stonefield Rd, Stone Pit Rd, Washington Ave, Washington Rd, West Side Rd, Westwood Rd, White Oak Rd, Woodside Circle.

Information regarding areas currently scheduled for inspection can be found on the Town website at woodburyct.org. Other information also available on the website are various applications for Town programs.

Please note: In order to conserve energy, office hours for the last week in July and the first week in August have be changed as follows:
Monday – Friday, 6:00 am to 12:00 noon.

Income and Expense Forms

The third year for requests of income and expense information from all commercial and industrial property owners have been mailed out. The deadline to submit this information is June 1st. Owner occupied property owners should submit only their expenses as they relate to the property unless they lease back the property to themselves. Then that information should be submitted as well. All information is confidential and not open for public inspection.
State statute requires three years of information to be collected prior to the date of the revaluation, which will be October 1, 2008. The data is used in helping to determine the market value of the commercial property in Town. If, for any reason, we missed sending you a form, please call the Assessors Office so one can be mailed or faxed to you.
